The Pemigewasset Ranger District of the White Mountain National Forest will advertise one opening for a Recreation Operations Supervisor GS-0462-08/09 [THIS POSITION WAS PREVIOUSLY OUTREACHED AS A GS-0462-07/08/09 IN AUGUST 2007]. Duty location will be the Pemigewasset Ranger District, Holderness, New Hampshire. However, construction is underway to build a new office that will combine the Supervisor’s office with the District office. This office will be located in the Town of Campton, NH (3 miles north), and is scheduled to be finished in mid to late 2009.

This outreach is to determine the potential applicant pool for this position and to establish the appropriate recruitment method and area of consideration for the vacancy announcement (e.g. service-wide, region-wide, government-wide, or DEMO). Work Environment:
The Pemigewasset Ranger District is located in Holderness, New Hampshire very close to Plymouth, NH. This position will oversee the developed recreation program on a very highly visited and beloved National Forest that is within a day’s drive of Boston, New York City and Montreal, Canada. The Pemigewasset District manages approximately 360,000 acres of very scenic and mountainous landscape. Recreation activity on the district includes: thirteen developed campgrounds, an extensive four-season trail network that receives hiking, mountain biking, snowmobiling, snow shoeing, and cross-country skiing. We also have two Wildernesses areas, a nationally recognized sport climbing site, several day use areas, trail heads, swimming areas, and several roadside and backcountry dispersed camping sites.

The ability to effectively manage and lead a staff of full and part-time employees and volunteers is a must. The work environment can be fast-paced and dynamic, with multiple projects, assignments and duties in progress at any moment. A well qualified candidate will have depth in their technical abilities and experience to maintain and manage developed recreation sites as well as visitor information and interpretive services.

Duties Include:
□ Providing leadership and supervision to the District’s developed recreation staff and volunteers to provide high quality developed recreation opportunities for several million Forest visitors annually.
□ Providing oversight and management of the District’s portion of a concessionaire agreement for the management of thirteen developed campgrounds and associated maintenance and improvement projects.
□ Managing the District’s volunteer program which includes a cadre of returning seasonal volunteers that play a vital role in the maintenance and upkeep of the District’s recreation sites and facilities.
□ Providing oversight and leadership for the District’s conservation education, interpretation and visitor information services programs. Includes conservation education program development and implementation at surrounding schools and the coordination and development of messages and programs for local communities and visitors.
□ Providing leadership and oversight of the District’s visitor information services, conservation education and interpretive services program.
□ Providing oversight and management of the District’s Recreation Fee program.

Setting:
The WMNF is visited by millions of people each year, and is considered one of the Northeast’s crown jewels. Our visitors and local communities have a long history of caring for the forests in the White Mountains. They were the driving force behind the 1911 Weeks Act, under which the WMNF was purchased. This strong interest in the management of these lands continues today, and is demonstrated through the substantial number of partnerships and cooperative agreements that exist on the Forest.

Location - Holderness, NH, lies in the central part of the state, on the south edge of the White Mountains and north edge of the Lakes Region. Next door is Plymouth, NH which is the hub for services in this part of the state. It is approximately 48 miles north of the state capital of Concord, NH; 110 miles north of Boston, MA; and 200 miles south of Montreal, Canada. Holderness is a 3-hour drive from the Atlantic seacoast to the east.

Climate - The climate in central NH is characterized by four distinct seasons. The ground is generally snow-covered from mid-December through March, with temperatures averaging 20 degrees. Summers are relatively cool with few days above 90 degrees.

Economic Background - There is currently no state income tax or sales tax. Cost of living is considered to be high. There are a number of resort communities associated with large lakes and ski areas nearby. Plymouth State University, the hospital, retail stores, tourism and the service industry provide the majority of employment opportunities.

Transportation – Manchester-Boston Regional Airport in Manchester, NH is an hour away and serves several major airlines including Northwest, Delta, Southwest and United. Additional service is available in Boston, MA. There is no local mass transportation available.

Local Services - Medical services are available locally at the Speare Memorial Hospital. Other hospitals within 1-hour’s drive include Concord Medical Center in Concord, NH and Dartmouth Hitchcock Medical Center (Dartmouth College’s teaching hospital) in Hanover, NH. There are several local clinics associated with Dartmouth Hitchcock Medical Center.

Churches - The White Mountain Region has numerous places of worship representing 17 denominations and religions. Those include Advent Christian, Assemblies of God, Baptist, Roman Catholic, Christian Science, Church of Jesus Christ of Latter Day Saints, Community, Congregational, Episcopal, Greek Orthodox, Independent Fundamental, Jehovah’s Witnesses, Jewish, Lutheran, Methodist, Presbyterian, and Unitarian.

Recreation - The White Mountain Region offers excellent opportunities for a great variety of year-round recreation activities; including camping, boating, skiing, biking, hiking, backpacking, fishing, hunting, and mountain climbing.
