Job Summary
Under general management and procedural control, the Forester is responsible
for the care and management of city urban forestry program activities to
include tree planting, care and protection, addressing related urban
environmental challenges and the overall management of trees as a collective
resource to improve the urban environment. Employee develops short and
long-term management plans and strategies in compliance with City Codes and
in coordination to other City departments, public agencies and private
entities to conserve, preserve and promote the planting of trees and urban
forestry. Employee performs urban forestry activities related to the
conservation, preservation and proliferation of trees in the City of
McAllen.
Essential Job Functions
1. Manages City urban forestry program activities for economic,
recreational, habitat, conservation and preservation purposes.
2. Develops short and long-term management plans and strategies to include
assessing street trees for potential storm debris.
3. Plans and develops program activities in compliance with City codes.
4. Coordinates program activities with other city departments, public
agencies and private entities.
5. Develops and maintains tree management inventories and quantify the value
of those inventories to the city for storm water management, air pollution
mitigation, landscape value to city and carbon sequestering.
6. Devises and implements programs for selecting, planting and growing new
trees.
7. Monitors and manages urban forest trees for healthy growth development.
8. Develops technical specifications related to public landscape capital
improvement projects and assists City departments to assure that City
standards are met.
9. Reviews plat and site plans to ensure compliance with tree and landscape
ordinances.
10. Serves as the tree preservation ordinance code enforcement agent for the
City.
11. Develops and maintains the City Urban Forestry Program public relation
programs.
12. Coordinates with the Grants Administration Office to secure grant
funding.
13. Seeks funding contributions and coordinates efforts with developers,
homeowner associations, parent-teacher organizations, corporations, civic
groups and volunteers.\
14. Assists with program budget planning and management activities.
15. Makes public presentations and provides staff support to City boards,
committees and City Commission on program activities.
16. Provides training to other City departments, supervisors and employees
in proper tree care and protection.
17. Inspects and recommends treatment for trees with diseases, parasites
etc.
18. Responds to requests for technical and program information and assists
the public within budgetary limitations.
19. Investigates citizen complaints to determine validity and resolution.
20. Assists and represents the division and by performing other related work
activities as assigned.
Minimum Requirements
1. Education: Job requires a B.A. or B.S. degree from a four-year accredited
college or university in the field of Urban Forestry, Planning and Urban
Development, Environmental Studies, or related field.
2. Work Experience: Job requires a combination of three (3) to five (5)
years of related work experience and/or training in Urban Forestry and/or
design and management of forestry programs and project management of
forestry programs and project management for tree planning and maintenance
or related programs.
3. License(s): Job requires a Texas Class C Drivers License. State
licensing as pesticide applicator license preferred but not required.
4. Certification(s): International society of Arborists (ISA) Certification
is required within the first six months of employment or end of initial
probation.
Knowledge/Skills/Abilities:
5. Must demonstrate in-depth knowledge of the principals and practices of
arboriculture, horticulture, construction techniques, irrigation systems,
and the knowledge to combine them into an aesthetically coordinated finished
project.
6. Must have working knowledge of federal, state and local environmental and
land use issues and ordinances applicable to urban forestry.
7. Must have general knowledge of federal and state grant administration
guidelines.
8. Must have general knowledge of basic landscape design principles and
methods.
9. Must demonstrate effective oral and written communication skills.
10. Must demonstrate ability to use computers and new technology and make
measurements using surveying equipment.
11. Must demonstrate ability to make complex mathematical calculations and
measurements, accurately read and interpret plans, blue prints and prepare
landscape plans and bid documents.
